PROJECT MANAGER: AGRICULTURE – EVALUATE 9

Casidra SOC Ltd is a project implementing entity for the Department of Agriculture in the Western Cape. We make a difference in the lives of people we serve, through effective project management. Applications are invited from proactive, self-motivated and performance-driven team players for the following key opportunity.

Casidra currently seeks to recruit a Project Manager to assist the existing team with planning, facilitation, administration, implementation and coordination of agricultural projects for beneficiaries through government funding by effective project management and representing Casidra on an allocated commodity group.

The successful candidate will report to the Senior Project Manager: Regional Office.

KEY PERFORMANCE AREAS INCLUDE, BUT IS NOT LIMITED TO:

  • Project management (Implementation of projects according to business plans within the prescribed time schedule and according to the GANTT CHART);

  • Act as direct liaison between Government Institutions and beneficiaries;

  • Act as CPAC Secretariat;

  • Facilitate project meetings;

  • Establish and maintain good relationships with clients, project teams, as well as the development of an effective liaison network;

  • Assist with negotiations for obtaining possible resources, negotiations with suppliers, contractors and clients in separate project regard;

  • Continuous quality control of projects from the initial date until the date of completion with reporting to management, directors and funders;

  • Effective administration and record keeping in line with Standard Operating procedures;

  • Quality quarterly and completion reports;

  • Preparation of contracts and contract management;

  • Enforce the Occupational Health and Safety act on projects;

  • Address potential risks with additional measures to secure materials against theft;

  • Ensure compliance with tender and procurement procedures (Use correct and well-specified tender documents / Ensure that risk assessment and standard specifications are included in tenders and are relevant / Supply correct capital requests fully completed with all documents attached / Supply proof of delivery of items by the beneficiary with a signed invoice./ Use payment certificates/advice correctly and check progress to prevent overpayments on contracts);

  • Adhere to Financial – and Audit Regulations to prevent unauthorised, irregular and fruitless expenditure;

  • Ensure accurate budget management and monthly cash flows projections of projects;

  • Ensure that the expenditure is within the budget limits and overspending within budget items is authorised;

  • Ensure compliance of systems for internal and external auditing purposes and ensure that expenditure reconcile on Casper with financial statements at month-end;

  • Ensure that projects do not exceed 3 months deviance from baseline except if it was out of his/her control;

TO BE CONSIDERED YOU WILL HAVE:

  • Tertiary qualification in Agriculture;

  • NQF 6 Project Management Qualification;

  • At least 2 years’ experience in project management, budgeting, procurement and report writing;

  • Sound knowledge of the procurement process and PFMA would be advantageous;

  • Computer literacy;

  • A valid code B driver’s license.

Remuneration: The total cost of the remuneration package will be determined by the qualifications and experience of the candidate.
